New Director of Bands & Fine Arts Announced

Tracy Carter

Tracy Carter is a native of Jackson, MS where she attended and graduated from Jackson Academy. During and after high school, she participated as a color guard member, educator, and designer for various WGI and DCI organizations spanning over 20 years.

A graduate of the University of Southern Mississippi, Carter holds a Bachelors Degree in Music Education and Oboe Performance where she served as the Principal Oboist for the Wind Ensemble under Dr. Thomas Fraschillo as well as the USM Symphony Orchestra under Jay Dean. She continued at USM to earn her Master’s Degree in Conducting.

As an educator, Ms. Carter has spent 15 years teaching band students in various public schools in Mississippi ranging from grades 6-12. Before coming to Biloxi, Tracy served as an assistant band director at Madison Central High School in Madison, Mississippi. Her marching and musical ensembles consistently received top ratings and multiple championships.

Ms. Carter currently resides in Biloxi, MS where she is the Head Band Director at Biloxi Junior High as well as the Program Coordinator for the Biloxi High Marching band. She also serves as the Color Guard Director for the Biloxi Public School System.
