Ms. Carter is origianlly from Jackson, Mississippi. She grew up in a family of musicians and music educators. She attended the University of Southern Mississippi where she received an Undergraduate Degree in Music Education as well as a Masters Degree in Music in Conducting. She taight in Madison Coutny schools for 12 years before joining Biloxi in 2020. 

Ms. Carter teaches the 7th and 8th grade band as well as the Junior High and High School Color Guard.
