The winners, who received cash prizes and Certificates of Achievement, were recognized during a City Council meeting on Tuesday. The contest, designed to promote interest in Mardi Gras traditions, is sponsored by the Biloxi Bay Chamber of Commerce, Gulf Coast Carnival Association and the city.
